Prior to coming to Sparc, Carlissa worked for the Illinois Department
of Mental Health and Developmental Disabilities (IDMHDD), now a
component of the Illinois Department of Human Services. Her last two
positions at IDMHDD were as Bureau Chief of Community Resource
Design (identifying and accessing additional revenues for
Developmental Disabilities (DD) and Mental Health services) and
Bureau Chief of Community Program Operations (managing over
$200 million in grants to more than 350 community DD agencies).
Before she relocated to Springfield to work for IDMHDD, she worked
for the Effingham County Arc for 11 years. Carlissa began her career
as a direct care staff person in the agency’s children’s program,
worked as an assistant manager in an adult day program, initiated the
agency’s residential (24-hour and supported living), respite and family
support programs, was a case manager and a director of residential,
respite and family support.
Carlisa has been interested and supported the activities of ANCOR
since her residential program joined the organization in the early
1980s. She has attended several ANCOR conferences and is Illinois’
representative on ANCOR’s Board of Representatives.
She has been active in several statewide organizations including Illinois
Chapter AAMR (president 2001-2003), The Institute on Public Policy
for Persons with Disabilities (treasurer 2002-2003, secretary 2001-
2002), Arc, Illinois Council of Executives of Arc and Illinois
Association of Rehabilitation Facilities. She has been a member of
several IDHS committees, including the Statewide Advisory Council,
Central Network Advisory Council, Contracts and Monitoring Best
Practice Team, HB3713 Steering Committee and the Host Family
Work Out Group.
Carlissa is active in several local business and philanthropic
organizations.
